Live plants; living material for plant propagation, namely, seeds, cuttings, plant tissue and plant cells, none of the foregoing consisting of or derived from cannabis with a delta-9 THC concentration of more than 0.3 percent on a dry weight basis; Agricultural seeds, all of the foregoing which contain cannabis are solely derived from hemp with a delta-9 tetrahydrocannabinol THC concentration of not more than 0.3 percent on a dry weight basis
