Cigarette rolling papers, smoking pipes, electronic cigarettes, cartridges for electronic cigarettes sold empty, cartridges for electronic cigarettes sold pre-filled with flavored liquids not including essential oils, cartridges sold filled with propylene glycol for electronic cigarettes, cartridges sold prefilled with vegetable glycerin for electronic cigarettes, electronic cigarette liquids comprised of flavorings, other than essential oils, used to refill electronic cigarette cartridges, ashtrays, lighters for smokers, tobacco grinders, tobacco jars, tobacco pouches with none of the foregoing items comprised of Cannabis sativa L, or any oils, extracts or derivatives thereof, or designed for use or primarily intended for use in connection with smoking, vaping, inhaling or preparing Cannabis sativa L, or any oils, extracts or ingredients thereof, with a delta-9 tetrahydrocannabinol (THC) content of more than 0.3 percent on a dry weight basis
