Educational services, namely, conducting annual seminars and conferences in the field of use of force to provide to law enforcement officers and supervisors in public safety and distribution of educational materials in connection therewith, all for the purpose of developing proper policy, conducting proper and efficient training with the knowledge and skill needed to make legally sound use of force decisions, and the ability to properly conduct force investigations
