Seaport services by a port authority, namely, development and maintenance of harbor improvements, rail or motor vehicle transfer and terminal facilities, water transfer and terminal facilities; reconditioning of all commodities received in port and operating facilities for the freezing or processing of goods, agricultural products, meats or perishable commodities

Cargo loading and unloading; marine transport services; providing vessel mooring facilities for the handling, packaging, storing, and transporting of freight and handling of passenger traffic, rail and motor vehicle transfer; providing commercial moorage facilities; and seaport services provided by a port authority
