Assist needy public and private school systems and needy public and private libraries in funding and in arranging for the funding for the installation, maintenance, support, training, and integration of technology and technology-based resources, including but not limited to computers, computer systems, computer networks, computer hardware and software, and communication hardware and software, into their institutions
