Smokers' articles, namely, lighters for smokers, matches, cigarette tubes, tobacco grinders, tobacco tins, tobacco jars, smoking pipe cleaners, rolling papers, ash trays; oral vaporizers for smokers; oral vaporizers for smoking purposes; smokeless cigarette vaporizer pipe; smokers' oral vaporizer refill cartridges sold empty, electric oral vaporizers for smoking purposes; electronic smoking pipes; smokeless cigarette vaporizer pipes; electronic cigarette refill cartridges sold empty; electric smoking pipe; non-electric tobacco water pipes; non-electric tobacco hand pipes; all of the foregoing goods that contain or are intended to be used with CBD or hemp are solely derived from hemp containing no more than 0.3 percent THC on a dry weight basis
