Telephone call services, namely, telephone communications services in which the receiving party pays for the telephone call; and telephone call services, namely, telephone communications services for use by inmates in correctional institutions, in which telephone calls can be placed to a line to which collect calls cannot be billed and still paid for by the receiving party, by providing the receiving party with an alternative payment mechanism
