provides research services for others in the field of housing policy and finance, consultation in the field of housing related issues, namely, data analysis and strategic recommendations; research and advocacy of housing policies and providing a liaison between nonprofit, community development corporations, community action agencies, public and private sector lenders, reviewing standards and practices to insure compliance with fair housing regulations and to ensure Hispanic access of funds, housing units, training, technical assistance and employment opportunities, consultation in the field of fair housing and government relations, namely, advocacy on government housing policies and improving HUD's accountability, flexibility and responsiveness to the Hispanic community
