Hemp cigarettes comprised of industrial hemp with a delta-9 tetrahydrocannabinol (THC) concentration of not greater than 0.3 percent on a dry weight basis; herbs for smoking, namely, smokable hemp and hemp-derivative products in the nature of pre-rolled hemp cigarettes and dried hemp flowers being herbs for smoking, all the foregoing containing hemp with a delta-9 tetrahydrocannabinol (THC) concentration of not more than 0.3 percent on a dry weight basis
