The operation of a toll-free telephone call center and an interactive, online web site, within an offline computer software program-- (1) to enable people with low vision and/or vision impairment to use the global computer network to access and review (i) information concerning the rehabilitation and treatment of low vision and vision impairment, (ii) information concerning lifestyles and community activities of interest; and (iii) information concerning referrals to local services, health care providers, research, clinical trials, educational programs, and/or relevant services and products; (2) to provide information useful to medical professionals, care givers, policymakers, and/or businesses, which rehabilitate, diagnose, treat, or provide other services to persons suffering from impaired vision; and (3) to provide chat rooms and interactive online games for use by people with low vision or vision impairment (collectively, the "Services")
