Providing vocational education and training services for handicapped, disabled and disadvantaged persons in the field of basic workplace and vocational skills, work quality and productivity skills, workplace stamina skills, and workplace social skills; providing vocational education and training services in the field of electrical assembly, mail room services, and manufacturing skills, namely, general product packaging and assembly, binder manufacturing, and air filter manufacturing for handicapped, disabled and disadvantaged persons; providing individualized education and training services for handicapped, disabled and disadvantaged persons, namely, vocational planning and goal setting, life skill assessment, civic and community involvement, and obtaining public and private financial assistance

Providing mental and physical rehabilitation care and speech therapy services for handicapped, disabled and disadvantaged persons, and oversight and coordination of mental and physical rehabilitation care and speech therapy services provided by others for the benefit of the end client
