educational services, namely, conducting classes for parents of children with hearing losses to give them the skills to foster their child's communication skills and encourage their child's overall development; conducting a parent-infant education program and preschool for children who are deaf or hard-of-hearing including tutoring in speech and language skills; providing correspondence courses for the parents of deaf and hard of hearing babies and preschoolers, and for parents of young deaf-blind children; and conducting courses on the graduate level to certify teachers of deaf and hard of hearing children
