Pre-rolled hemp cigarettes, all of the aforementioned being comprised of oils, extracts, ingredients or derivatives of the plant Cannabis sativa L being derived from hemp with a delta-9 tetrahydrocannabinol (THC) content of not more than 0.3 on a dry weight basis; cigarette rolling papers, smoking tobacco, herbs for smoking; all of the foregoing containing ingredients solely derived from hemp with a delta-9 tetrahydrocannabinol (THC) concentration of not more than 0.3 percent on a dry weight basis
