On-line procurement, namely purchasing of computer equipment and supplies, sanitary supplies, office equipment, office supplies, food, personal hygiene supplies, and homeland security purchases for first responders, lawn and garden tools, hand tools, and the like, and services namely maintenance of State owned and leased properties including guard, janitorial, snow removal and trash removal services, architectural and other professional services, public improvements including any construction, maintenance, or repair of any building, structure or other public work, for independent contractors doing business with Maryland state, local and municipal governmental procurement agencies, all in accordance and in compliance with applicable laws and regulations
