Providing case management services to assist young people transitioning out of juvenile justice and child welfare programs and back into society as well as children removed from their home and placed in the foster care system, including self-esteem building, family counseling, and peer group processes; providing family outreach services, namely, providing emotional support services for troubled and at-risk youth and their families; providing personal support services, namely, providing emotional counseling and emotional support services for troubled and at-risk youth and providing emotional support for troubled and at-risk youth and their families to enhance family functioning and the well-being of children and families; providing foster care services, namely, providing intensive, in-home crisis intervention services to help families at imminent risk of having a child removed from the home, providing legal consulting services related to family reunification, case management services, namely, coordination of legal and social services for families to enhance family function and the well-being of children and families, and system administration services, namely, legal consulting services to help children and families navigate foster care, adoption and independent living services
