Smokeable hemp products, namely, hemp cigarettes, hemp cigars, pre-rolled hemp, cigarettes, pre-rolled hemp cigars, pre-rolled cigarettes, and pre-rolled cigars; cigarettes, cigars, pre-rolled cigarettes, and pre-rolled cigars, each containing tobacco substitutes not for medical purposes; all of the foregoing solely consisting of, containing, and for use with hemp with a delta-9 tetrahydrocannabinol (THC) concentration of not more than 0.3 percent on a dry weight basis
