Cigar wraps made from hemp which contain less than 0.3 percent THC on a dry-weight basis; Herbs in the nature of hemp for smoking which contain less than 0.3 percent THC on a dry-weight basis; Lighters for smokers; Tobacco grinders; Cigarettes containing tobacco substitutes, not for medical purposes and not including essential oils, containing hemp extract derived solely from cannabis with a delta-9 THC concentration of not more than 0.3 percent on a dry weight basis; all of the foregoing goods containing or for use with CBD and CBG solely derived from hemp with a delta-9 tetrahydrocannabinol (THC) concentration of not more than 0.3 percent on a dry weight basis
