Providing "whistle-blowing" facilitation services to the public, namely, operating an independent service organization to which a person or persons may anonymously report fraud, misconduct, and victimization of and by other persons or entities, and negotiating with the victimized or victimizing person or entity to obtain a reward for the person or persons making the report, which reward is collected by the organization and in turn donated, for instance, on behalf of the anonymous reporter(s) to a specified charity
