Testing, analysis, and evaluation of the goods and services of others, namely, for purposes of certification and for providing advisory, counseling, expertise, and evaluation services for the purpose of determining energy consumption or usage, energy efficiency, emissions of carbon dioxide or greenhouse gases, potential for reduction or offsetting of carbon dioxide or greenhouse gas emissions, potential for use or support of renewable energy sources, and compliance with environmental standards and regulations of such goods and services and using such goods and services
