Cigarettes containing hemp; pre rolled cigarettes containing hemp; hemp product used primarily for smoking, namely, herbs for smoking; all the foregoing containing cannabis solely derived from industrial hemp with a delta-9 tetrahydrocannabinol (THC) concentration of not more than 0.3 percent on a dry weight basis; dried and cured hemp flower for smoking purposes with less than 0.3% delta-9 tetrahydrocannabinol by dry weight volume
