Herbal products, namely, concentrates formed from plant-based matter in the nature of medicinal herbal preparations not containing marijuana, marijuana-based preparations, marijuana extracts or derivatives, or any other controlled substance; Medicinal herb extracts not containing marijuana, marijuana-based preparations, marijuana extracts or derivatives, or any other controlled substance; Medicinal oils not containing marijuana, marijuana-basedpreparations, marijuana extracts or derivatives, or any other controlled substance; all of the foregoing derived solely from Cannabis sativa L. (hemp) with a delta-9 tetrahydrocannabinol (THC) concentration of not more than 0.3% on a dry weight basis, and none of the foregoing comprising cannabidiol (CBD)
