Smokers' articles and accessories, namely, pre-rolled cone rolling paper sold empty, cigarette rolling paper, pre-rolled rolling paper made of hemp sold empty, herb leaves for smoking, filter tips, pre-rolled rolling paper cones sold empty, tobacco jars, tobacco pouches; all of the foregoing containing or exclusively for use with cannabis products solely derived from hemp with a delta-9 tetrahydrocannabinol (THC) concentration of not more than 0.3 percent on a dry weight basis.
