Hemp cigarettes, hemp pre-rolled cigars, oral vaporizers for smokers for use with hemp, hemp extract for smoking, other than for essential oils and hemp flower for smoking, all of the foregoing goods containing a delta-9 tetrahydrocannabinol (THC) concentration of not more than 0.3 percent on a dry weight basis; hemp cigarette rolling paper, lighters for smokers, and smokers’ articles for grinding smoke material, namely, hemp grinders, none of the foregoing primarily designed or intended for use with cannabis containing a delta-9 THC concentration of more than 0.3 percent on a dry weight basis
