Smokable herbs, namely, hemp flower and pre-rolled hemp flower, all derived solely from hemp with a delta-9 tetrahydrocannabinol (THC) concentration of not more than 0.3 percent on a dry weight basis; Smokable herbal extracts, other than essential oils, derived solely from hemp with a delta-9 tetrahydrocannabinol (THC) concentration of not more than 0.3 percent on a dry weight basis
