charitable housing services, namely, development, renovation and construction of affordable and mixed income housing

providing temporary shelter and housing for homeless women and children and those at risk of homelessness; emergency shelter services

direct provision of case management services, namely, coordinating legal, social, educational, job training, psychological and supportive services in the nature of personal care, employment skills, and parenting skills for homeless women and children and those at risk of homelessness
